I'm a little unclear on hovering characters and line of sight. My question is: Can a hovering character be targeted with a ranged attack by an opposing grounded character if the hovering character is behind a friendly grounded figure? In other words, would a grounded character block line of sight of another grounded fig to a hovering character if they weren't adjacent?I read in the rules somewhere that grounded figs only block LOS to other grounded figs, but a judge ruled against me on this in a recent tourney when I tried to target an opposing figure in this way.
Secondly, does a hovering character get the hindering terrain modifer to his defense when targeted with a ranged attack. Is the figure considered to be "in" the hindering terrain or "floating near the ground" like the rules state?

When drawing LOF, a hovering character is no different that a non-flying character. It is that simple. Other characters will block LOF, terrain is treated normally, everyting is the same.
I think where your confusion may be coming from is the fact that a flying character with the wing speed symbol can still perform ranged attacks on adjacent opposing characters. But that doesn't have anything to do with others drawing LOF to the flying character.

It makes sense that a hovering character can make a ranged attack against adjacent characters. Just sometimes Heroclix rules are written vaguely, and a lot of interpretations can me drawn. it does say in Icons rulebook that grounded only block grounded figs LOS. But it does also say when determining LOS if the line between attacker and target "passes through a square that contains a character other than the attacker or target line of fire is blocked."

Keep in mind that "grounded" means that a figure is not elevated or soaring. So a flyer that is in hovering mode that is not on elevated terrain is considered "grounded" as well.
I think that is where your confusion comes from...

Yup, grounded is an elevation. A hovering fig, not on elevated terrain, is grounded or at the grounded elevation.
Calling a non flyer grounded is misleading and innacurate. Well innacurate if they were on elevated terrain.
To be more clear, there are 4 types of figs. Fliers and non fliers, Giants and Big Figs. There are also transporters but they can be put in with fliers and non fliers.
There are 3 elevations. Grounded, elevated and soaring. Normally figs at different elevations are never considered adjacent. Giants and Big Figs are the exception. Non fliers can never be at the soaring elevation.
Giants and Big figs exist at all 3 elevations at the same time, unless they are on elevated terrain. Then they are not at the grounded elevation because their base is above that.
