Okay, I've started to give some thought to the team-building exercise provided by May's required scenario event. For those who haven't seen it yet, here it is:

SPECIAL RULES
RULE 1: Up to 50 points of a player’s force may consist only of bystander tokens. Only these tokens are placed on the battlefield during setup.
RULE 2: Up to 100 points of a player’s force may consist only of characters with dials. All characters included in this part of the player’s force are considered to be Unique. Each of these characters is called a “power source”, remains off of the battlefield during the game, and may not be given actions at any time. Team abilities and combat values possessed by power sources are ignored. Power sources are ignored when calculating victory points.
RULE 3: Each player receives 2 actions per turn.
RULE 4: A character may use any power possessed by any friendly power source when given an action of the appropriate type to use the power. Characters may not use powers possessed by power sources that do not require actions.
RULE 5: As normal, a bystander token character who takes 1 damage is removed from the game. When a bystander token is removed from the game, the player who controls that character must choose a friendly power source. That power source takes 1 damage that may not be reduced by any power or effect. When the dial of a power source displays KO symbols, it is removed from the game.
Now, what's the best way to take advantage of this scenario?
The first thing I thought of was using multiple Alfreds. After all, one the CD map, Stealth is incredibly useful, and without being able to use Superman team ability, Ultimates team ability, or Trick Shot, there's no way to deal with it other than close combat. (Unfortunately, I think I've only got one Alfred. But I've got lots of Mary Janes. )
The second thing I thought of was using multiple Lian Harpers and one Con Artist. Lian Harper pushes herself, dies, and then you can do one click of damage to your Con Artist. Now, since using Perplex is an action, you can have all the remaining Lian Harpers perplex your main attacker (perhaps Alfred) as much as you want (subject to rule of 3 of course).
Also, Energy Explosion might be useful in case bystanders stand next to each other (but why would they?). For example, the Wild Sentinel might be a good character to use, since he already has EE and also has Toughness, letting him ignore an opponent's EE.
Would multiple Jarvis' be of any use? That free move could help get him in position... but then what can he do? Not much without the Lian-hooker-bomb.
Multiple targets will be very useful. But I think the only bystanders that applies to are the 9 point Eddie Fyers and the 10 point Maggie Sawyer.
Another thought: how can anyone fight against an Alfred/Mary Jane team? The only options I see are TK, HSS, and Charge. The conveyor belt will probably stop most HSS and Charge attempts. (You can't use L/C with Charge. But you can use HSS with Leap/Climb, since they're currently both move actions, right? So that may be an option?) So, that leaves TK. But with only two actions will that be worth using? Perhaps use the Jarvises to get into good TK positions to sling attackers across the conveyor belt? (Perhaps TK someone with poison?)
Oh, what about Pulse Wave? Especially with Running Shot? That'll take all those pesky bystanders down. Ted Knight might be ideal for this, since he's got the longest range (8). But he's only got a move of 5. So if he's standing next to someone, they're getting blasted... unless you use the Lian-perplex-bomb and/or TK.
Defense-wise, what about Barrier? On the other hand, with only two actions, would it be worth wasting time with one of your valuable characters with range in this way?
Outwit and RCE are the only other powers I see being really useful. (Imagine every Lian having Outwit too!)
Well, here's the age-old "what actions do they mean?" question. Would "free" actions be disqualified under Rule 4? If not, I guess we're all running the Lian hooker bomb. *groan* I was digging this scenario.

A friend of mine (I guess he is sort of a friend) asked Seth on the Wizkids Forums and powers that don't take an action token to use, may not be used.
As for the team, I will be running 5 Maggie Sawyers (I think thats how you spell the name) and R Blizzard (running shot, pulsewave) a cheap HSS, and a cheap TK piece.
