Can a transporter or GL team member, Transport a character and 'move and attack' at the same time?

yes, just like a flying HSS character. just remember that Hydra or Enhancement won't work

I don't know about the GL team member, but a transporter like Exp Spidey from Sinister can, but they lose 2 pts on their attack value when they do.

Enhancement won't work?
Why not?

If you do a running shot and end up adjacent to an Enhancement figure, it should work fine, no?

If the figure with Enhancement (or the Hydra member) is already in position on the board and NOT one of the figures being carried, then it will work.
