Barrier can only be placed in clear terrain. So is alantis rising is played does that mean that you can only created barrier on elevated terrain. beacuse all clear non elevated terrain become water terrain?
The thing is, you'd sure think he could. He's ICEman. It's WATER.
But this is one of those cases where comic accuracy would require a whole ton of work no one wants to do. Because I LIKE that Human Torch or Magma can't Barrier overtop of an Atlantis Rising... the compromise is an occassional incompatability of logic and mechanics.

That sounds right to me. Although Water is only hindering for movement purposes only, so I think you'll need a judge to settle it 100%

The Barrier power simply makes 4 squares of blocking terrain. From the Galactus rules, "Characters and terrain do not block, or impose the hindering terrain modifier, on lines of fire drawn to or from Galactus."
So in a nut shell yes Galactus sees over it and so does any other character drawing LoF to Galactus.

IIRC, that line applies only to scenario Galactus. Galactus as part of a force only ignores standard figures for LoF. Terrain, Giants and other Colossal figures affect LoF to and from Galactus normally.
I don't have access to his rules or the E&C/FAQ at the moment so I could be wrong, but I don't think I am (otherwise, I wouldn't bother to post! )

Actually, it isn't hindering terrain for only movement purposes; water terrain is hindering terrain, period. It just so happens to have an additional rule that it considered clear terrain when determining LOF, unlike normal hindering terrain. (This is similar to walls being a specific subset of blocking terrain, right down to their own particular rules that set walls apart from normal blocking terrain.) Anyway, since it is clear terrain for LOF only, and LOF really doesn't have anything to do with Barrier (other than the Barrier character being able to draw LOF to one of the sqaures), Barrier tokens may not be placed in Water terrain.

Correct. From the Galactus Force rules:
Galactus has 22 adjacent squares. It can attack and be attacked through any of them. Galactus can make a ranged combat attack against any character in its range, even if that character is in an adjacent square.
Characters do not block line of fi re to or from Galactus. Galactus blocks line of fire to other characters.
Galactus can attack and be attacked by characters that are grounded, on elevated terrain, or soaring. Galactus does not halve its range value when targeting soaring characters with ranged combat attacks.
Galactus is not affected by knockback.
Galactus cannot capture or be captured.
Since nothing in this description says that Galactus ignores blocking terrain for LOF purposes (unlike the Scenario rules), normal terrain and LOF rules apply.
