Q: Can a character with Brilliant Tactician use Perplex on a target opposing character to modify a combat value and
then affect friendly characters that share a team ability with the character that is assigned Brilliant Tactician?
A: Yes. Brilliant Tactician allows a character to use Perplex in the standard way and, at the same time, affect a
combat value of friendly characters with the same team ability as the character assigned Brilliant Tactician.
Ok, does this mean if my danger room Beast(w/BT) has LoF to both an opposing fig and a friendly DRoom Cyclops, I could perplex down the defense on the enemy AND, since I used perplex, I could then perplex up the attack on Cyclops, and any other friendly X-men, in the same turn?
The key phrase is "When this character uses Perplex..."
Basically, you get the normal use of Perplex, plus the additional benefit provided by the card.
This isn't widely known (I've seen a judge erroneously rule against it), so if you're planning to use Brilliant Tactician it's a good idea to have the FAQ handy.
What zero c. stated is definitely true. I think many Judges have a hard time with the card because, on the surface, it seems too powerful. Perplex down opposing Defense, then Perplex up a few of your own guys on the same turn to attack that same opposing fig? As you said, Fortron, seems too good to be true.
That is, until you realize you're paying a whopping 20pts for a feat that can easily be a waste if Disbanded or Overconfidence hits the table (and White Noise does a decent job of 'nerfing' it as well). You also have to have all these lines of sight set up, and figs who are ready to take actions (hopefully without pushing) to really gain full advantage of such a situation, which will be pretty rare. You're also volunteering to limit yourself to mostly just one TA on your team (to make the feat more useful & cost-effective).
When the card came out, a local Judge initially ruled (before there was any FAQ entry about the feat), that you had to choose: either use 'normal' Perplex on one target, or use the 'BT' affecting as many figs as you can with the same TA as the feated character. Even though I tried to mention that same phrase, "When this char. uses 'Plex..." as a defense for being able to do both simultaneously, it took the FAQ addressing the issue to drive the point home. Sometimes having an FAQ is a good thing, I guess.
Well, I think it is fair enough that judges don't always make perfect rulings. They're only human. The judge I was talking about does a great effort organising events, coming up with interesting tournament themes, encouraging newer players, and just beng a generally friendly guy, so I don't mind so much that he doesn't know the rules was well as some players do.
If you're going to play a force that has a complicated card or character or combination of powers, it's probably a good idea to be prepared to explain how that force or combo works. And having a printout of any FAQ or clarification or errata that you might need to explain it is always a good idea. It makes it less likely that you'll be burned by an odd ruling.
I recommend using a highlighter on the relevent text so that it's easy to read, and maybe on the date of the FAQ as well so that people can see that it's the most recent version.
There was a lot of confusion about the FF ATA and wildcards at one of our venues until one day I brought in the FAQ... and funnily enough, since then everybody has been playing it correctly.
I love the card on icons e-joker and a batman enemy team. Difficult to position your clix but once you do it can be devistating. Try using oracle to give the joker perplex & outwit and watch the compitetion moan.
batman enemy team ability, lower opposing clix dv to activate bt and wait for the crying to begin. crushed kc lantern in one round with this move. lots of fun.
OK, I'm still confused on this. In the initial scenario, does the opposing figure need to have the x men team ability? If not, can the same scenario work where, beast uses perplex on a friendly non-xmen character, and then gets the Brilliant tactician effect to also perplex all friendly xmen (in LOF of course)

No, the initial target doesn't matter. It can be the same TA or different. It can be on the opposing force or your own. Just use Perplex as you normally would.
That use of Perplex is what activates Brilliant Tactician; anyone you want to target with Brilliant Tactician must now be on your team and have the same TA.
