I do not think that this ATA should be excluded from Wild Cards.
It is only really useable under very uncommon circumstances. If someone wants to run this ATA instead of more T-Bolts or AFF, let them, this power seems to be much less abuseable.
Exactly, The only reason I didn't mention Valkyrie for it, was because she gets willpower at the end of her dial and would get the feedback damage until she reaches Willpower.
On Kyle or Nighthawk, you can do it from the very beginning.
That isn't how it works. The fact that Valkrie (or any other figure) has WP on her dial (doesn't matter where) qualifies that figure for Mental Shields. If the ATA is also assigned to that figure, it gives her MC, which is also a prerequisite for the feat, so she can take advantage of the feat while using the MC granted by the ATA even though the power (in this case WP) that originally qualified her for the feat isn't showing.

Sorry, but that one you're wrong on BoT. Same as you can't Trick Shot unless Plasticity or RCE is showing non your dial, or you can't Brilliant Tactician people unless you have Perplex showing or Auto Regen when anywhere on your dial.

The point is Valkyrie can be assigned Mental Sheilds during force construction (she meets the Willpower prereq later in her dial). You may also assign the Squadron ATA to her (she meets the prereq of being a Defender). Now, once the game starts, whenever she is adjacent to another Squadron memeber, she gains Mind Control. Not an effect like Mind Control, but the actual power itself. And just like a character that met the preqs for Brilliant Tactician can use ICWO + Oracle to give itself Perplex for its whole dial (and thus use BT the whole dial), Valkyrie can use Mind Control with Mental Shields, since she now has the Mind Control power.

I think that one good reason that it can't be wildcarded is that it forces you to play at least two Defenders on your force (thus, the minimum cost is really 10).
If it could be wildcarded, I can imagine a force with some wildcards, at least one cheap taxi with Avengers/JLA, and a single Defender. The cheapest wildcard (someone like Black Cat) starts next to Character A, who makes a Mind Control attack. Then she moves next to Character B, who makes a Mind Control attack. Finally, the taxi moves her next to Character C, who makes a Mind Control attack.
That's three uses of Mind Control in a single turn, with only five points spent on the feat. Seems a bit much!

Not sure how I missed that, but you're absolutely right. For some reason, I didn't link the fact that she gets Mind Control with the fact that she can now use the ATA and feat together with no drawback. The only thing she can't do that Nighthawk can is push safely to do it two times in a row. Though she's a bit safer from retaliation with a higher defense and is more likely to hit. Still she costs a bit more, at that point you're looking at a 90 point investment give or take.
