The feat Passenger says: Prereq Leap/Climb or Phasing/ Teleport
When this character used Leap/ Climb or Phasing/ Teleport it may carry a single character. After this action resolves an action using Passenger, it takes one pushing damage that ignores Willpower and team abilities.
Now my questions: Can a teleporter like say Cloak use the feat to pick up a flyer like Emerald Empress next to him and phase with her?
What is the interaction of Passenger with the "taxi" effect? I just don't remember since the usual taxi piece is a flyer in this case could the flyer in the above case take a non-free action in the same turn? Also if the adjacent piece was a double-based transporter like FF Hawkeye what of the above moves would be allowed? Could Giants be moved like this?
This is something I might try to pull off in a tournament tonight, so any help would be appreciated. If any of the above are good, I just might have a new favorite nasty tactic.

As I have been taught, by our judge..The character using Passenger can only carry characters with the boot or the dolphin characters with them. Fliers, Giants, and Transporters cannot be carried.
As for a free action, think of it as a flying taxi carrying a figure. The carried character cannot make an action until your next turn. Same rules apply here.
This card was just a way for "un-flying" characters to carry someone.
Now I could be wrong with this but I think the passenger feat works like any other taxi and therefore the same rules would apply. Therefore, I don't thnik that a passenger could carry a flier, transport and giant characters.
The same rules for carrying figs always apply (can't carry a flier, the carried fig can't be given a non-free action after being carried, can't carry more than 1 figs unless you have the GL TA, etc), regardless of how that fig is able to carry the other (being a flier, transporter, Passenger, etc)

So with looking back at the Icons rule book, the only one that my computer would open on-line, there is no restriction on moving either a boot speed symbol double base figure (whew) or a Giant charcter via the Passenger feat card as long as the rest of the letter of the feat is followed, right?
And Buckeye, most Giants do have the boot Speed symbol, the Giant designation changes the Damage symbol not the Speed. Whatever the intent of the rules for Giants, the limitation is on being able to TK them.

Giants and double-based characters cannot be carried. Since they cannot be carried, Passenger won't allow you to carry them either. As I stated, all the standard rules for carrying figs still apply.

Would this work? As far as I know a flier is a flier, and a Giant is a Giant. If it does than Snowbird becomes a little more effective once she becomes Earthbound.

It works because of the Earthbound description:
EARTHBOUND This character has the [boot symbol] speed mode instead of its printed speed mode and the [starburst] damage mode if it has the [Giant] damage mode. If this character is soaring when it gains Earthbound, deal it 1 damage. This power cannot be countered.
See, it isn't a flying character anymore (or a Giant). It is now a boot character (or a standard sized character), which is perfectly fine for carrying purposes (unless it is a double-based character. Still can't carry them.).

You definitely need to get the DR rule book:
From page 20:
Carrying other characters. During movement, flying characters, characters with the transporter ability (transporters), and characters using certain feat cards, powers, or team abilities can carry other friendly characters that have the dolphin or boot speed mode. Flying characters, double-base characters, transporters, giant characters, and colossal characters cannot be carried. A character can carry only one character per turn. A character that can carry other friendly characters cannot pick up or carry a character that is holding an object; however, if its abilities allow, a character that can carry other friendly characters may carry both a character and an object.
Double Time works when the character is given a move action.
Passenger works whenever the character uses either Phasing or Leap/Climb.
Phasing is a power action, so it will not work with Double Time.
Leap/Climb kicks in whenever you give the character a move action, so it will work with Double Time.
In other words: Spider-man, for example, could use them both together, but not Cloak.
Keep in mind, though, that unless you are a Transporter, Double Time causes a click of unavoidable damage when it is used. And, if you are a Transporter, there really isn't any reason to use Passenger (which also causes a click of unavoidable damage when used). So if Spidey does use them both together, he will take 2 clicks of unavoidable damage.
