Does that mean, that character with flying doesn't have have to make breakaway-rolls?
First, I recommend getting your hands on the latest rules set (Danger Room). Universe is very outdated at this point, with even DC Icons being more current. Many new things have come along that Universe doesn't touch on at all (Transporters, Giants, Double Based characters, Feats, BFC, etc).
Second, to answer your question, from the Danger Room rule book (page 18):
Hovering. A hovering character floats near the ground. To show that a character is hovering, move the flight indicator on its clear center post to its lowest position, as shown in Figure 6. A hovering character ignores the effects of hindering terrain on movement. Hovering characters may move onto and off of elevated terrain and over outdoor blocking terrain without changing flight modes. For purposes of breaking away and close combat, a hovering character is at the same elevation as the square its base occupies. Hovering is the only flight mode that characters may use indoors.
In other words, hovering characters only ignore opposing characters while they are actually moving. They must still roll breakaway to start moving, though.
No, they still have to break away if they begin their move next to an opposing charcter unless they have Leap/Climb or Hypersonic Speed. What you are quoting means that if they are moving past an opposing character they do not have to stop unlike nonfliers.

They must still break away. The quote means that a character with flight doesn't need to stop as it becomes adjacent to an opposing character. It can also move through opposing characters.
