Can Oracle be used to give a character a prerequisite power?
ex: Brilliant Tactician and Inspiring Command
I re-read those FC and there is nothing said about the power having to be printed on the base of the fig.
On the other hand, nothing on the Oracle card says that the character "gains" those powers, instead it says something like "the agent can turn the Oracle's dial and use any power on it". Initially, I thought this meant that an agent was in fact "channelling" the power from Oracle
so it wasn't actually granted to the agent. Afterwards, posting on this forum, this aspect was clarified and I was indeed told that the agent was "granted" this power, therefore it could be outwitted. (Just as CSA can be outwitted, since it grants PC or to be more precise, the PC granted by CSA can be outwitted.)
So can the prerequisites for those two feat cards (or others i'm not thinking about right now), be met thanks to the Oracle?
p.s. I thought of this while checking the Red Ghost's dial, wondering if I could give him Perplex on his first click to make him Brilliant Tactician worthy. This would mean he could be a wildcard with outwit and brilliant tactician right off the bat...
I imagine there are a few other figs that could do this before the RG, like V taskmaster, Braniac 5, the FF V Doc Strange, the V Night Thrasher etc.
any others I might be overlooking?
You can't use it to make them meet the Prerequisites.
However, in the example of Brilliant Tactician, you can take a fig who's already a Brilliant Tactician (say, back loaded perplex) and Oracle perplex onto any click, making them able to use that card (as both Outwit and Perplex are naturally on the dial, and Perplex is now, in essence, showing).

Best use of this I saw. Clark Kent LE, plus 3 Super Man Robots, and a Krypto, all ICWO and her on the card. Ispiring Command on Clark. Clark gets hit off his leadership then takes an action to take leadership from Oracle. Now he has his robots not pushing again. Gross

That is perfectly ok. There is no reason you wouldn't be able to give Oracle's Perplex to a figure that is showing Outwit.

Since Oracle would not give the character one of those powers until after the game actually begins, that means it could not be used that way
On the other hand, if the character has the prereqs and is just not on that click right now, Oracle could be used to get the required power. Red Ghost is a good example. He qualifies for the card BT (he has both Outwit and Perplex on his dial)
So you could ICWO him and give him the Perplex, allowing him to be the Brilliant Tactician you know he was meant to be

You could also give him Inspiring Command as he has Mastermind on his dial and use Oracle to give him Leadership - that way he can Inspire his super-apes right from the start of the game.
