since enhancement states "at any time, during in action...."

does this mean, I reduce my damage down to one, THEN choose to use enhancement, thereby making it 2 dmg to each figure hit with the explosion?

In the PAC for EE it states the damage value is one for the duration of the action.

"Give this character a ranged combat action; its damage value becomes 1 until the attack has been resolved."

then, hasnt that changed, didnt you used to be able to pump it up thru TAs?

Yep, it's changed. You used to be able to do what you posted in the first post, but no longer.

Deathstroke not being able to throw HIVE-enhanced grenades makes me sad.

I believe it was in the Icons PAC when the wording of Energy Explosion changed. Now, you no longer deal that 1 damage to every figure hit, rather, according to the PAC:

"Each character successfully hit is dealt damage equal to the number of times it was hit by this attack (characters adjacent to multiple targets can be hit more than once by this attack)."

Because it no longer uses the damage value when determining how much damage is dealt to figures hit by EE, Enhancement and SHIELD TA no longer have any effect on the damage.
