Okay, need a little team build help here. 400 points constricted all female. Does this mean that I can use retired figures?

Constructed just means "Not sealed", so you make your team ahead of time. It has nothing to do with retirement.

Is it "constructed" or "constricted"? That's a big difference.

Usually, enforcing retirement is called "restricted."

Assuming it means no retirement. What is the list of retired sets?

Everything Marvel before (but not including) Mutant Mayhem; for DC (but not including) Legacy, and Indy Clix.

Depends on your judge. Retirement is an optional rule now (except for major tourneys at conventions and such). If your judge regularly enforces retirement, then I woul expect him to do the same; if he doesn't, you're probably good to build freely.

The safest bet would be to build two teams, one for either condition, then ask your judge hius stance on retirement. That way you'll know moving forward.
