IIRC, it's per portion of 100... so you'd get 1 damage for 1-99 pts, 2 damage for 100-199, etc. (I don't have it in front of me, though)

Reading the power's text more carefully would help you with your questions.

So, yes, if you roll the exact difference you take the unavoidable damage. If the targeted figure is worth less than 100 points, you take one damage. (If it's worth between 101 and 200 points, you take two damage.)

If you replace the 9 with a 12 from someone and roll the 4 you take damage. 5 or 6 you are safe.

I imagine that you would take one for a piece that is less then 100 because the text of the power says "or fraction thereof", but if not I think Taskmaster might have gotten better.
