My question is the following...

Does the character I'm giving the action token to have to have direct line of sight to use the Theme Team Probability Control, or do I just give the character an action token regardless of line of sight to activate the Probability Control?

I'm not sure I understand the ?, but here goes:

The fig using PC gets the counter. To use PC, the fig must have clear line of sight to the target.

It's confusing because, conceptually, it's similar to the CSA TA.

I understand what you're saying, but having the mutiple Probability Controls for having a theme team does not mean that the character you're giving the token to actually possesses Probability Control...

I gotcha now. It's the same. Also, with the new special powers that allow characters to use powers they don't have, get used to this funky new wording. Powers work the same whether they're printed on the dial or are being 'used' because of something else.

From the LoSH rulebook (p.6): "For each three characters on a themed team, a themed team may use Probability Control once during the game; place an action token on the character using Probability Control. The token may not be placed on a character currently taking an action, or a character that already has two action tokens."

Since said character uses PC, I think it's the same as any PC: you need a clear LOF to the target, which must be within 10 squares of the PCer.
