Can a figure carrying an object have his SS outwitted so he drops the object?
Yes but only by an opposing figure. You cannot use Outwit on any member of your force.

Flying figures can ALWAYS make a ranged attack unless the figures that they can attack are using stealth. It makes no difference what type or how many enemy or friendly figs they are based with.
It's worth pointing out though, that though they can always make ranged attacks, if they are based by opponents, they can only make those ranged attacks against those based opponents, no one else.
1) No. This is specifically mentioned in the new PAC. Super Strength can not be cancelled while a figure is carrying an object.
This is true, but trivial. You must keep in mind that cancelled and countered are two separate things. You cannot turn off your own super strength while carrying an object, but your opponent can counter it with outwit, regardless of whether you are carrying an object or not. Super Strength does not include mini-fortitude as a free bonus.
There was a Robocop III you know (so don't be racist)
You've been unable to cancel Super Strength (while holding an object) since at least Universe, probably before. There is, however, nothing to stop it from being countered.
