I think this sums up the problem. There are pogs out there who are/were active members of teams, and it seems ridiculous that people who want to play an accurate theme team are penalized because the only version of that character we have is a pog.
Some comic team theme-accurate pogs:
Misty Knight - Heroes for Hire, Daughters of the Dragon
Colleen Wing - Heroes for Hire, Daughters of the Dragon
Wild Sentinel - Robot, Sentinel
H.E.R.B.I.E. - Robot, F4
Doug Ramsey - New Mutants, Mutant
Jamie Maddrox - Mutant, Almost Every X-team
Sgt. Tork - Police
Lockheed - X-men, Excalibur
Harvey Bullock - Police, Checkmate, Gotham
L-RON - JLI, Superbuddies, Robot
Maggie Sawyer - Police, Metropolis, Gotham
Rene Montoya - Police, Gotham
Detective Chimp - Shadowpact
Oberon - JLI
Several others (like Franklin Richards, Wyatt Wingfoot & Amanda Waller) have been on actual missions with teams as well. And I'm sure this is not a complete listing.
This is why they should make actual figures of these characters. Take Ken Hale as an example. He's a frikkin' gorilla! But, since he's a pog, he's about 4x easier to kill than a prostitute. In reality it's just about the opposite.
Or so I've been told.

This is not a reason to make their pogs more usable. Instead it's a clear sign that they need to make these characters as figures. With the new format that should be easier to do, as there's more characters per set and no need to waste 3 slots on an obscure character.
Bystanders should be just that. They're the victims that the heroes rescue, not the meatshields. The entire mechanic has always felt half developed to me, like they were developed for scenario rules that were never implemented. Personally, I'm glad that the completely non-thematic use of pogs will probably be reduced by this decision.
It's not the end of the world for pogs either. They're still tremendously useful in sealed play.

That sounds like a good idea in THEORY...... but I can already imagine how difficult it would be for younger players and/or new players to understand that. I think it's a lot easier to just leave it as it is and not have pogs with keywords, although a judge could house-rule it to work.
I reject that out of hand. If you are not old enough, or smart enough to grasp such a simple concept, then you should be playing Candy Land, or perhaps Yu-Gi-Oh.

I don't want bystanders to get keyword bonuses. I don't think they really need keywords at all. I just want to be able to add them to a thematic team without invalidating the theme.

I agree, that is definitely the best solution - is there any sort of official ruling yet?
