I choose to target Someone with my Stardust with CCE. Then they roll a Successful Shapechange, I then choose to give him a range combat action instead on the same target. Is that legal.

A shapechange roll means your fig somehow has a reason to no longer target the shapechanged fig. If you can attack someone else, you may, but until the end of your action, you can't target the shapechanger with an attack. You can still outwit, perplex, or poison them.
i was confused by the "target another character OR be given a different action" I thought ranged and close combat attacks were two different actions
I think that clause is there for circumstances where one is say, attacking someone in close combat, and gets fooled by shapechange. Then the fooled fig can then instead of the attack, make a move action to run away, or a power action to regenerate, or whatnot.
Shapechange:
If Character B makes a successful shapechange roll against Character A's attempt at targeting Character B, then Character A cannot target Character B with an attack for the rest of the turn.
That's the chunk I copied from the recent FAQ document, just so you don't assume I'm talking out of something the profanity filter will catch.
