I'd like to know what happens when someone's on the stairwell and someone falls off the building only to have to be put on top of another character.

Unless the stairwell square and all the eight adjacent squares are occupied, it's not a concern. If it IS, I'd just say they get put into the closest available space (technically, the map rules state you place the character in an adjacent square to the stairwell).

Excellent ruling...he's really covered all the bases there!

FWIW I LOVE the new map and the imagery that it generates. Unfortunately my venue didn't have enough to give to the players, so I'm going to have to get one on Ebay.
