So I have a question: say you have Annihilus with pulse wave, and he is completely surrounded by a whole gang of allies who are completely useless until they take one click of damage (con artists). There are absolutely no opposing figures around. Can Annihilus fire off a pulse wave and give all of the con artists a click, or does there have to be at least one foe in range?
When Pulse Wave can draw Line of Fire to more than one figure (friendly or opposing)... Pulse Wave becomes a non-targetting attack..
Because of this.... if you have two friendly Con Arists on your team within half Range-value (rounded up)... Pulse Wave can be used to hit both of them for 1 click of damage... even if there are no opposing figures within half Range.
It does, but what about the rule that says you can't target a friendly figure with a damaging attack? Shouldn't the initial attack be targeted at an opposing figure before you check to see if there are two figures around?
Well.... since in this case Pulse Wave does not specifically target.... it will bypass the 'you cannot target a friendly figure with a damaging attack'.
That really doesn't make sense to me, but I'll accept your expertise. It seems to me that too much is being made of the word "target". I think the spirit of the rule is that you can't use your attacks to power up your Hulks, Blastaars, and Con Artists before your opponent gets the chance at them. But that's just my interpretation.
Can you Pulse Wave with a grounded figure adjacent to friendly figures? It's a ranged combat action, which you can normally do while adjacent to friendly figs but since you have to draw LOFs and it hits those friendly figs...

Yes, as per this entry in the rulebook:

For more than one figure in half range

For only one figure in half range

and that target may use Impervious or Super Senses to dodge it/reduce the
damage. The Skrull team ability still will not work, because Pulse Wave
doesn’t distinguish between friendly and opposing figures.
