Not much of a surprise, actually. SF still has a number of bloated contracts to deal with, but this should help them in their rebuilding. Assuming they do a good job in using the funds.
As far as where Bonds will end up, it depends on who wants to spend the most money. The Angels have been talked about before as a nice complement to Vlad, but then you have two guys more suited to a DH role, even though Vlad hits better when he's playing the field. Oakland has been mentioned, but I'm not really sure they could, or would, spend the money it would take to bring him there. The Yanks are always a possibility when it comes to free agents, but I'm not sure they would want to drop the money on him with the way they are building from within quite effectively.
Plus, don't count out a National League team signing him. I wouldn't put it past the Dodgers to make a run at him. There was talk of the Pads as well, with Bonds' preference to stay on the West Coast, but that would hurt the strong path that they are currently on.
I'd be very, very surprised if he ends up on the Twins. Spending that kind of money on Bonds, when they have let a number of good players leave by free agency rather than pay them would really be a kick in the nuts to their fans.

Especially if Torii Hunter leaves after this season. He's a fan fave, and a very good player despite his age.
There was a lot of talk about Bonds joining the Angels last off-season. I haven't heard any news of late, but I'm sure things may pick up after the post season.
I'm not sure Bonds would fit too well. The Angels could use another big bat, but the team is more NL-styled.
