I noticed that Smoke Cloud says, "Give this character a move action, but do not move him." What does that mean exactly? And, do you put a action token? Aslo witht he smoke cloud. If your doing a ranged attack, do u place the smoke before ur attack, so it gets in your way when u attack also?
In general, when it says, give this character a so and so action what does that mean?
What they mean when they say "give him a move action but don't move" is:
1. your character does not move, but gets an action token
2. your character may not attack, since they have been given a move action, not an attack action. That's why they say "give a move action" to emphasize that you are not attacking.
So, if you place a smoke cloud, that's all you can do. Action over. No attacking as well as placing the smoke cloud.

ok so this basically replaces the attack, unless the power says so right (like move and attack)?
And to cast this special super power... i have to roll a the dice and have my dice total plus my attack value be greater than his defense value?

If I am interpreting your question correctly, you do not have to roll any dice to use smoke cloud. At least one of the smoke "tiles" has to be within the figures range, but may extend beyond the range as long as they are adjacent. Smoke clouds must always be adjacent to one another like barrier. Also, if you place it over an opposing figure they gain +1 to their defense against range attacks like if they were behind a light object for example. But they also, take the half movement penalty for moving out of hindering terrain. So it is kind of useful to bog down opponents taxi's etc.
There is no dice rolling involved when using Smoke Cloud or Barrier. It costs an action, and is all the character using either ability can do that turn.
1) These tokens must be placed in clear terrain squares. They cannot be placed in squares that have objects, figures or other blocking hindering terrain features.
2) At least one of the smoke "tiles" has to be within the figures range, but may extend beyond the range as long as they are adjacent. EXCEPT when your figure has a Range value of 0, upon which all Smoke Cloud tokens must be placed in squares adjacent to this figure.

so how do u know if u have to roll and have a higher attack total than your opponets defense to cast and super power?
i mean u said smoke cloud can be used anythime... how did u know that? how do i know for other super powers? is there a general rule of thumb that informs you?
Well, check your rules and your PAC card. If you have to make a close combat or ranged combat attack you roll dice. Say Mind control, I believe it says give your figure a close or ranged combat action. Therefore you roll the dice. Your outwit, or Perplex powers don't require even a token because they don't require you to perform an action.
Be careful to check what the powers say in the Pac card and also it may be helpful to download the FAQ's on the Wizkids website to further clarify any questions.
