Its really that simple. You dont need an action at all to choose to use or not use stealth so it can not be defined by the boundaries of an action alone. Notice that you can use LoF even when there is no action at all. For example the New Lex can use MM up to 4 square away IF he can draw LoF. Would this include during damage dealt during non-actions such as Earthquake? Of course it would. Could you choose not to use stealth during this event to draw LoF with Lex? Of course. The only conclusion then is that stealth has to do with drawing LoF, not with when an Action begins or ends.
I believe you are wrong. The LOSH rulebook clearly defines powers as on during an action unless you cancel them at the beginning of that action.
Page 13, LOSH:
Quote
If your character's power is optional, it is assumed to be in effect during an action unless you cancel it at the beginning of that action. (...) When a power is canceled, it is canceled until the end of that turn and resumes effect at the beginning of the next players turn.
Page 15 states the same for team abilities, so the only time you can choose to turn off Stealth or Batman Ally is at the start of your action, the timing of drawing LOF is irrelevant to these abilities. If you do not cancel a charcters Stealth/Batman Ally at the beginning of an (any!) action, you cannot PC or target the character with powers such as Lex' ranged Mastermind which requires LOF. I.E, this effectively requires you to turn off Gypsys stealth when an opponent declares an attack on Lex in order to be able to use his ability, even in the Earthquake scenario.

I believe this was resolved in the other thread on the topic to basically mean that to not use stealth, the Bat Ally must declare it at the beginning of the action *before dice are rolled*. He can have it back for the next action, however. Basically, the unit of usage is per action, not per drawing of LoF.

This is correct. At the start of each action, Batman can opt to not use Stealth. As team abilities are optional, they are always considered in effect unless specifically stated otherwise.

Yes, but if he has a PCer on his own team, he needs to decide to not use Stealth before the dice are rolled.
Simply put - Batman Ally is considered to be using Stealth for each and every action unless the figure's player states otherwise before the action.
As for the regular Stealth...
(With hindering involved) You will need to cancel it in order to see. I will be canceled until the turn is over. You can only cancel at the beginning of an action.
I only play in a couple of venue tournaments in a year and this is one of the rules that makes me glad I don't play in more. To have to turn off stealth to draw LOF to yourself is rediculous. Anyway the reason for my post is he have house ruled that your teammates can always see you to PC or perplex you. Sorry this is a little off topic but I thought I would throw it out there.
