Would absorbing man meet the pre requesite for shellhead on his special powers?? OR due to the fact he doesn't have the printed toughness or invulnerability power he wouldn't get the plus 2?

nope. if he doesn't have the color, and only the white power "allowing him to use" it. he does not meet the pre-req.

edit after looking at his dial: he can have the card assigned to him since he has natural imperv, but he can only use it on those clicks, not the special power ones.
