Point Blank:
Choose a character. Give the character a ranged combat action and modify its attack value by +1 if the target of the attack is 4 or fewer squares away.

I have V Punisher with Point Blank, and a soaring figure 4 squares away - half of Punisher's 8 range.

My question - can I use Point Blank to give Punisher +1 to AV, since the feat says the target must be within 4 squares (similar to Outwit/PB affecting soarers 10 squares away)? I suspect this to be the case, due to the wording on the feat.

Or would Punisher's range be halved to the soaring figure, and then the effective range of Point Blank be halved again to 2 squares? Somehow this doesn't seem right.

Any verification either way would be awesome.

good question....have they changed up PC and Outwit/Perplex in the recent rules vs Soaring....I kinda heard a rumor they did......
It used to be those abilities had their range cut in half.....

You are correct. The feat makes no mention of range and that is the only thing currently halved when a non-soaring figure targets a soaring figure.

That was the precursor to the 'Objects vs. Adjacency' debacle of '07. It was another instance where everyone was playing the game one way based on a long-standing, and essentially erroneous, ruling. GD recently clarified that it was not intended to reduce the 'range' of effects that are affect things that are 'X' squares away as opposed to those using the figure's range value.
