Why on earth would Unus be the only one to get a favorable "and" ruling? I'm betting the errata will indicate that once again "and" means "or".
He's not the only one...I don't think he is at least...It all has to do with the description on the PAC for the "use" powers. SS and Imp have no conflicts in the description. Heck, we could see a SP that lets a fig SS, PC then roll Imp (in theory) and all would be fine.
Stuff like the Phasing/HSS can't work because the descriptions of those powers simply will not allow it.
So nanobots can be put on figures with a starting damage higher than 3, but only use it when they get to 2 or less. But forcefield cant have any damage reducers anywhere on the dial? whats the difference? maybe thats a stupid question but its making little sense to me.
Because he has a power that reduces damage his whole dial - his special power and then invul. Like I said, it isn't "impervious", but the power does reduce damage (by allowing him to use impervious)

Because the card text specifically forbids it.

Errata:
• The character that meets the prerequisites and is assigned the feat is the one that gains Toughness.
• The Toughness that Force Field grants cannot be used to meet the prerequisite for another feat when the force is constructed.
The Bolded text is different than the normal "choose a character". Nanobots would work the same way if the 1st sentence was "Choose a character with damage less than 3"

If Nanobots said that the prereq was "without a damage value over 2" then you would be comparing apples to apples. As it is, the difference may be subtle, but there is a difference.
If you want to compare apples to apples, the one to look at is the Fastball Special card from MM. That wording is for all intents and purposes identical to FF. You must choose a character without flight for that one. It has been ruled, however, that MODOK, for example, can be the ball. The wording is the same. The ruling is different. It has bothered me for a long time. FBS is far too powerful as it is. Allowing MODOK to be the ball (na na na na na na na) is just wrong.
