What does it mean when the card states that her powers "Cannot be countered?" As in she can't be Outwitted? That's all I can think of. And does the rest of the text allow her to stop opponents from modifying their combat values via Close and Ranged Combat Expert?

At the moment, that is about it. Using the feat Ambush also counters the users Stealth, but since Danger doesn't have Stealth, that really isn't an issue.
However, by not saying 'immune to Outwit', it is possible that future game effects that also counter powers would also not work on Danger (or Power Cosmic/Quintessence characters, too).

It prevents all modifiers to combat values, including things like RCE.
the text means she cannot be out witted. No combat values may be modified on any character (she has clear LOS to) if they would be higher. No perplexing up, no shield TA, no hydra TA, no CCE, RCE, energy shield deflection...any thing that says it "modifies" a combat value up cannot be used if she has line os sight on you.

Just want to confirm that I ruled this correctly - that includes hindering bonus?
STRATEGIC DATABASE: Danger can use Probability Control. Her powers can't be countered, and no opposing characters 10 or fewer squares from Danger to which she has a clear line of fire at the beginning of any action can have their combat values modified during that action if the modified value would be higher.
Strategic Database makes no distinction between modifiers granted by powers, TAs, feats, etc (unlike Outsiders, which specifies powers and TAs only). Since the hindering terrain bonus would modify the DV and make it higher than the original number, HT can't be used by a character hit with Strategic Database.
Thanks. I had to draw a Venn diagram to get that point across. Since hindering bonus is one of those sacred modifiers that not even Pulse Wave can touch, there was some doubt about Danger being able to nerf it.

If people still give you grief, try this route: Similar to Outsiders, PW specifically lists the things it ignores (and terrain isn't one of those). In the absence of a list with Danger's SP, assume that all modifiers are covered.

Replacement Values and Modifiers
Some game effects, including some powers, feats, and team abilities, allow the substitution of one combat value for another. These substitute values are called replacement values. For example, when one value becomes or is used instead of another value, it is a replacement value. When a character’s combat value is reduced by half, that is also a replacement value.
Modifiers increase or decrease a combat value by a specific amount. A modifier may never reduce a combat value to less than 0. Replacement values are not modifiers. All modifiers are cumulative, but they are limited by the Rule of 3, below.
Modifiers and replacement values that take effect during an action are in effect only for the duration of that action unless stated otherwise. Modifiers and replacement values that take effect during an attack are in effect only for the duration of that attack unless stated otherwise.
