A reasonable request, which I'm afraid I must decline.
First, it was damage from the fall. Then, it was Sinister monkeying with him in the orphanage. Now, it's all Cyke's psyche. Yes, it's a recent retcon; but while I like it and think it was very well written, it does kinda make Chuck look like a doof in hindsight. Not as much as Danger's origin, but still.
I have a feeling that, regardless of being able to control his blasts at all, he will still be using the visor as a way of moderating them and altering the blast radius/focus/intensity. Otherwise he just unleashes everything in a massive burst; his visor is what gives him an array of options.
Wolverine and the X-Men looks to be personally designed to for me, minus one glaring absence: Quentin Quire. Nevermind! All is well!
He appears to still be using the visor post Astonishing X-men, in the Messiah story line. We don't know quite how Astonishing wraps up.
I loved watching Emma delve into Cycke's brain and find the real reason for his limits. In Xavier's defense though, I think the reason Emma succeeded where Chuck did not is that the Professor was not willing to leave Scott a gibbering vegetable, as Emma was.

I don't know why Wolvie or Chamber lived. They never got into that, as far as I recall.
Actually the Adamantium in Wolvie's bones was slowly killing him. They never did say about Chamber, but it's possible that when he was left powerless, it also repaired the damage that he first received from his powers. Much like Blob and others.
High Evo: Blob is without fatness, and Chamber doesn't have a hole in his chest.
HoM: Blob is left with flabbing skin, and Chamber has a hole in his chest.
High Evo removed the powers, and all indications to them ever having powers, whereas Scarlet just turned off and removed the source of their powers, leaving them with their other mutations and results of having their powers before.
As for Scott, I also see him using the visor, even though he technically doesn't need them. I'm just waiting for the moment in Messiah Complex where Cyke uses his powers again without the visor. Preferably in front of Sinister.

Yep, High Evolutionary specifically mentioned how his machines not only shut down mutant powers but also physically transformed all mutants into the base-line humans they would have been if they had never had an X-gene at all. And the Wolverine situation was addressed as he was litteraly dying of adamantium poisoning during the story arc.
Also, a bunch of mutants did die as a consequence of High Evolutionary's plan, which was what incited the previously unknown and isolationist mutant "clan" calling itself "The Neo" to declare war on humanity (anyone even remember that particularly lame group of X-villains?)
