Standard powers granted by Special powers cannot be used to satisfy the prerequisites of feats.
AoA Jean Grey can be assigned Mental Shields, but she can only use it on her Willpower clicks.

No, not stupid. And while it is repeated (and, thus, the search function could be used), it can be confusing for new players; don't worry about it

In general, no. From the LoSH rules, page 39:
In order to be assigned a feat, a character must meet its prerequisites. A prerequisite power or combat value does not need to be visible on a character’s starting click for the character to be assigned the feat, but the character’s combat dial must be able to turn so that all power and combat value prerequisites for the feat are visible through the stat slot at the same time. If a character must be a member of a particular team or must possess a specific team ability as a prerequisite for a feat, the team symbol for that team must be printed on the character’s base. Being able to use a team ability (as wild cards can do) or a power (as some team abilities and special powers allow a character to do) does not satisfy the prerequisites for a feat; the character must possess the team ability or power. If a feat does not require you to choose a character or characters, at least one character on your force must meet the prerequisites for the feat.
That said, if a character is assigned a feat that has multiple prerequisites (like Mental Shields) and is on a click with one of the prerequisites (like, say, Avengers Mandarin on his Willpower clicks) and an SP that functions as another prerequisite (Right Hand of Mandarin lets him use Mind Control), then there isn't anything wrong with that. The key, though, is that Mandarin first met the prerequisites with the Willpower; the SP was a happy coincidence.

Are you sure about this? I was under the impression that special powers didn't meet the pre-reqs for assigning a feat, but you can use it with special powers. The example here would be assigning it to Jean because she has natural willpower, but then you can use it with her special mind control.

A prerequisite is still a prerequisite; doesn't matter if you are talking about assigning or using a feat, the prereqs must still be met.
And as you can see from the passage I quoted, being able to use a power does not allow the character to meet the prerequisites of a feat.

No, as I said special powers do not satisfy the prerequisites of feats - Jean Grey cannot use her Special Power MC to qualify for Mental Shields.
There is a loophole regardin Mental Shields as Mental Shields work when you use Mind Control - however, you still need to meet the prerequisites for using the feats (i.e. having natural MC or Willpower showing on the dial). Mandarin, for instance can use Mental Shields to protect himself from MC feedback damage when using Special Power MC on a click that also has Willpower, but Jean Grey does not have any clicks with her Special Power and Willpower overlapping.
Thanks, that helped a lot. I dont really like the fact that some like Mastermind( who is awsome) can't use Mental shields and would have to take a click if he MC a R Shazam! But oh well thats the rules.
