Taskmaster is an individual who has "Photographic Reflexes." What this means is that he can see someone perform a physical activity, and, so long as it is within the ability of a human body to do it, he can repeat it. He learned that he had this power by watching rope-tricks (lassoing and the like) and instantly being able to do this.
He briefly tried his hand at becoming a Supervillain, and encountered Captain America, Spider-Man, and others, including the Avengers. He then realized it was safer, and more profitable, to train henchmen for other supervillains. He's also responsible for training US Agent (John Walker) in how to use Captain America's shield properly.
Why doesn't he look like himself then? Granted I haven't read comics in awhile but the Heroclix Taskmaster doesn't even resemble the one from the Official Marvel Handbook...
He is currently using eother Caps photoelectric shield or a copy of it. It comes out of one of his wrist thingies(and can also duplicate Spider-Man's webbing).
If there was absolute freedom, people would run over babies and charge admission.
