It depends muscles weigh more then fat.

Presumably all superheroes not only have muscles, but muscles of extreme density. If you are going to believe that she can break a steel girder with her bare hands then you would have to believe that her muscle density is greater then that of a NFL Linebacker roided up on HGH.
