I know the rule about RCE.. but i read the manual of Sinestro and it was a bit confusing about his "multi-attack", his multi-attack states that you decrease his damage by 1 and are able to do two seperate attack (rolls)... but if Sinestro has RCE (and lets imagine that he's on his prime RCE click 3(RCE)... if he announces a multi-attack, would he be able to deal 4 damge to seperate figures?...
i've allowed this since there are two things:
A) his multi attack is a ability (not superpower)
B) he needs to make two seperate rolls

... i'm wondering though, have i've been wrong?

You are correct, and it says so in the FAQs:

"RCE can be used with his special multi-attack."

So you would follow the rules for both RCE and the Multi-Attack. Sinestro would deal out his base damage + 2 more for RCE - 1 for the Multi-Attack.

And he would have to make two seperate rolls. You got it
