Some of them only have it for one click! (Such as my beloved Ghost Rider 2099.)
But if it's coupled with a very high Defence value or multiple clicks of Toughness, I can see that it kinda makes sense. Robots are made of more resistant materials than normal humans, but if you do strike an important component their functionality is going to suffer.
It takes a lot of damage to totally wreck a car, but not all that much to make it run badly.
Because robots are everywhere, and they eat old people's medicine for fuel. And when they grab you with those metal claws, you can't break free... because they're made of metal, and robots are strong.

*plus Ace did make his first apperance getting taken down single handedly by Booster Gold in the Giffen Justice League.

Technically Booster had some help in taking down Ace - and the Robot was designed to take out the JL - where it wasn't prepared to handle Booster.
Not many things are prepared to handle Booster.

I played two with Nightwing and Liberty Belle last night in our sealed tournament. Being able to copy Batman, Teen Titans or JSA makes Aces wicked.

I remember that story from when it first came out. The way the giant robot kept adding new powers to deal with the individual heroes' weaknesses, I thought he was a Sentinel having been bussed into the DC Universe or something.

And i guess back on topic, they probably did it to keep him in the "mediocre' category with all the rest of the royal flush gang
