I always knew that Cyc might not had been that good soldier boy he tended to act to be but this? He truly took things far from former and was turned to worse than Magneto ever was.
I think that's part of the dilemma though... some think he's going farther over the edge than is acceptable and some think he's finally stepping up to the plate.
That's exactly why he doesn't want anyone to know about X-Force, even his closest allies. beast has supported Cyclops through thick and thin, but I don't think even he could stomach the idea of a kill-squad (although deep down he might know it was necessary.)
Ultimately I think Cyclops is more interesting than ever because we honestly don't know what he's capable of - he's definitely broken out of the "boy scout" mold.
Since they are fictional characters all we have to go on is what we see and how they are portrayed. Thats why when a new creator comes on board and just ignores what has come before, I feel cheated. I haventliked Cyke for alongtime, but they way they are making him now can actually work. Hes tryingto be Wolverine. Hes always had a bug up his bum about the old man. A little jealous of him and now he has the chance to out Wolverine, Wolverine. He still sux, but at least it makes sense.
I know hes not a Skrull, but if he was that could fix alot of the problems with the X Books these days.
A more likely suspect is Storm.

It's actually a bit funny. Everytime Cyclops acts like the leader he's always supposed to be, someone thinks that he's out of character. When in reality it's the fact that not many people write him correctly.
Look at the history: Cyclops starts as the decisive, yet silently insecure leader of the X-Men, slowly growing out of his insecurities. Then Jean becomes Phoenix, and "dies", and he has to re-evaluate his life. He finds Maddie, and is torn between his family and the X-Men. He's "forced" to choose his family, and he tries to pick up the pieces. Jean comes back. He gets to his old role as the leader of the X-Factor. Inferno, Maddie, his son, all the things are making it hard. X-factor joins with the X-Men, and he's once again placed in the leader position. Then appears Stryfe, and his "crush" for Psylocke. And ever since then, everytime he's in a leadership position, they place a bomb in his stomach, or he goes to the future on his honeymoon. But no worries, he puts the pieces bac together, and suffers the possibility of losing his brother. Then Apocalypse invades his body, and once again he puts the pieces together, but is once again forced to re-evaluate his values. Then he starts an "affair" with Emma, and Jean dies, again. And now, with no family issues, or Jean issues, or bombs in stomachs issues, he's back in the real leadership position. And then they're betrayed, from the inside, and the X-Men lose their "father". And this makes Scott understand, that he has to be a bigger, more ruthless leader. He needs to place a wetworks team to "remove" problems, he needs to act tougher, because unless he does so, next time there probably won't be any X-Men to lead.
And here we are now, Cyclops stepping up to his leadership position, knowing that they can't afford anymore mistakes. And finally, there are no personal distractions, nothing to remove him from the position he's in.

And then people say he's acting weird.
When he was young and Xavier made him field leader he was a daddy's boy. He did as he was told and didnt question. Then Xavier put Mimic in charge and had doubts about Scotts leadership abilities, esp when him and Jean hooked up and he wasnt such a cadet. He was still quiets and angsty, moody and reserved, but he wasnt really a jerk. THen he became squad leader and the X Men kind of graduated form beingstudents and thent he series went into re runs. When they came back he was put in charge of the new draftees and was very hardnosed and driven. He was the great white hope and pretty one dimensional. That was how he acted as Cyclops, but as Scott Summers he had relaxed alittle. Love had allowed him to mellow and that came in conflict with him being Xavier's lapdog. They even had words about how Xavier didnt think he was towing the line and Scott shot back that heknew his team and knew how to get what he needed out of them. They werent kids, they were adults and that is what made him a decentleader at that time. After Jean "died" he was grief stricken and left the team. When he came back he had already met Maddy and they started thier relationship. And all the time after that he just dindt really fit as leader of the X men. His character had become very dry and humourless. And that is why he really wasnt missed as the leader of the team. And when he treid to worm his way back in he met with alot of resistence and he lost the battle with a depowered Strom. He was boring. And that carried on through his betrayal and abandonment of his wife and child, all through the hate fanning X factor, where Jean and Warren seemed to be getting pretty chummy, and he became a total soldier when he Lead the Blue Team all the way up to when he joined with Apocalypse. You can say that hes had alot of tragedy dogging him, but that doestn change that he hasnt been very up his whole career. You say he re-ealuates his life and his role in things at pivotal times, but i dont really see him making any hard decisions for himself. For and about other people yah, but not really things for himself. Hes shown to be jealous of other guys, we see he's got self esteem issues big times with the crushes he gets. He doesnt like who he was so he tried to be someone he secretely thougt was cool. All pretty normal and organic actually, but the writers not really exploring it and just tryingto make him into a different person is forced and makes him come off as fake.
And so you think he has tried to become the ruthless leader that this new world is needed. Thats such a loser point of view for him to take. The worlds gotten darker so we have to be even worse. Hes turned himself into a thug. A gang leader, a meglomaniac who thinks he has the right and authority to take control. Worse then that, the duty to take care of everyone and make decisions for a entire group without them given a say. And thats where villians and heroes differ. The X men are not acting like heroes these days. There is alot going on and alot of conlicting actions. They are splitting up and hopefully deciding wich paths are the right ones for them. Freedom Fighters, rebels, outlaw heroes, saviours of the race, obidient soldiers- theres alot of choices. I can see anyone who values freedom and intergrations not folowing Cyke. Hes not looking to do that anymore. He was to protect the mutant race and doesnt care how. Sounds like Magneto to me.
The old man, Kurt, and Piotr just had a conersation regarding Xaviers dream and how its all crappe now. With Scott acting like he is hes totally turned his back on thos eideals, even though they seemed unattainable.
And look at the current issue. The way he acts towards the hippy. That is how people see him. A total jerk for no reason. I can totally see him becoming the new White King of the inner circle. Him and Emma.
