This is still something I think should be run by the RA... I might email WK tonight and see if I can get an official answer on it. I can easily see it going either way; Outwit is one of the prerequisite powers, and he can use Perplex at the same time he has Outwit, so when he uses Perplex, he can also use BT. I see the flip side of the coin as well; I could feasibly (if he had actual Incapacitate on his dial) assign Iron Spider-Man Stunning Blow, but since he doesn't actually have the prerequisite power showing on his dial when Webbing is showing, he cannot use the feat.

I have 6 points for feats and/or pog for mastermind.
Steath had been the issues of the other teams so I figured why not give the team some Stealth busting. Not only do you have two Hypersonic, now Alex can see right through it, and the ability to ignore the hindering bonus is another plus.
BFC: Exaustion sounds like a good one here.
Ordinary day to stop an hose care. Or maybe Malice as you should be able to just lay down damage every turn.
On a slightly different note when you use oracle on a figure that meets the requirements for BT but perplex is not showing. and you give the character perplex through the oracle card. could you then use BT? sorry if this question is confusing.
As to the question about Chief using Brilliant Tactician on his first clicks - I made the above thread about it a while ago and we pretty conclusively figured out that he indeed cannot use it.

Since In Contact with Oracle actually grants the figure the power Perplex, it is as if the character actually has Perplex showing on the dial. You can use Brilliant Tactician with an ICWO Perplex.

Chief is vastly underestimated. Keep him in the background Outwitting and Perplexing while using that Manipulate and you've got one of the most valuable support figures they've made to date. Add Outsiders on top of it all, and the ability to Mastermind to a higher point figure with Scientist or Doom Patrol (that may have damage reducing powers), and you've got a figure that should be well over his measly 63 points.
Were it not for all the stealth I had to face off against, my Scientist theme last week would have done much better...

Tomar just wasn't that effective with the inability to see two out of the three teams I faced. No one was able to use Outwit to any effect though; Rip was obviously un-outwittable, and thanks to his special power, everyone else was too (except Chief's special powers, but he stayed behind Tomar).
I wish I remembered all of the teams I faced, but I know the last one had Tim Drake Robin, Batgirl, and two OOTS Batman figures. My Inferno got canceled, and that ended up being all she wrote. I managed to pin down and KO one Batman, but not being able to see was game-breaking. I had the potential for 14 range on Tomar and never got to use it... ah well.
I ran a variant of these team to great effect. I didn't face any stealth squads, but my plan, if I were to do so, was to base the least-mobile stealthers with Cheif or Rip up front, and let them take a shot, then hammer on them. Most stealth people don't do more than a few damage.
OOTS Batman worried me, because of the outwit and mobility.
