If 2 characters on your team have Probability Control can they both use it in the same turn?

In a short answer, yes.

Yes. Each character can use it, though they can each only use it once per turn. So say you have Jinx and Destiny, both with clear lines of sight to each other...

Jinx tries to Psychic blast Ace, but she misses. Jinx uses her own PC on herself and tries again. She misses once more (oh, the luck), so Destiny uses her probability control. Jinx hits! Both PC uses are spent for the turn now, though.
