ok, this might be confusing, so ill try to explain it the easiest way possible.
Lets say Magog is based with batman. Four squares away from magog is superman. Batman and superman are on the same team. Magog is their opponent. Magog has a clear line of sight, and range to superman. he also has Ranged combat expert. If he rolls to break away from batman, and successfully breaks away, can he stay where he is and take a shot at superman with RCE?

Speedster is correct
As of the current rules set, if you are based, you can never range attack a figure you are not based with. You can attempt to use Running Shot to move away and then attack (but you must not be based when the movement ends, so no 0 move breakaways), but then you couldn't use RCE anyway.
To make a ranged attack "your character is not adjacent to an opposing character".
As long as Batman is adjacent to Magog, Magog can't make a ranged attack.
Fliers have it a bit differently (pg 26):
RCA vs Hovering Characters (soon to be fliers )
Hovering characters can make ranged attacks against ADJACENT opposing characters...however they can't make ranged combat attacks against nonadjacent characters when the hovering figure is already adjacent to an opposing figure.
