First - has it been officially ruled whether or not you can outwit Rip Hunter's special power? I'd like to know if there is an offical ruling on this.
Second - when you count victory points, do you count all feats that were assigned to a character that was KOd even if you don't KO everything of your opponents? Example from today - I KO Robin who has contingency plan - do I get the 12 points for contingency plan even if I didn't KO my opponent's entire force? I always thought you count ever feat on a character you KO, but was told today that you have to KO an opponents entire force to count feat cards - which I think is wrong.
I'd like answers from a high level judge if possible please. Thanks.
I'm not a high level judge, but I think I can answer these (at least the second one).
1) I don't see the problem there.

Time Master only prevents the "Outwiting" of standard and named powers, not special powers. So Time Master should be "Outwitable".
2) The rule only changed for feats assigned to surviving characters. If a feat is a "choose a character" one and the character it has been assigned to is KOd, you get the points for the character and the feat.

— Feats assigned to eliminated characters undamaged by opponents. If no opposing player damaged the character to which the feat was assigned, split the victory points for the feat evenly among all opponents.
EDIT: frankly, and though I do understand that you wanna make sure of it, there's no need for rulings here: everything is already printed in the rules themselves.
SECOND EDIT: this thread, on the WK Heroclix: Rules forum, confirms that Time Master can be Outwited.
I already quoted the rulebook for the second question. It can't get more official than that .
