I don't think that's appeared in any collections. Funny you should bring it up though, because I just reread it within the last couple of weeks. Outstanding cover by Neal Adams (how could anyone not buy it for that alone)!!
Yeah, I don't think that specific issue has been reprinted in a TPB yet. However, wait until The Dark Knight gets released, and I bet DC will release a TPB just for Two-Face. DC and Marvel does similar stuff [releasing 'The Best of' books] to coincide with each major film release.

Maybe I'm thinking of the wrong one but I was fairly certain it was included in the "Batman: Tales of Two-Face and the Riddler" TPB that came out around the time of "Batman Forever". I know it's still available as I sent a copy to JackAssterson for Christmas last year.

I've always been slightly bitter about how "Long Halloween" dropped so much stuff from this comic. I loved the working partnership between Gordon, Dent, and Batman, and how you slowly started to see that glimmer of corruption in Dent. When the final moment comes and the acid is tossed, it's completely understandable how that would be the trigger that unleashes "Two-Face".
Plus you've got the whole sub-plot in the beginning with the serial killer/doctor. That went a long way into setting up Harvey's split psyche.
