Yes, all TA's are optional.

Does it state that TA's are optional in the rules? If so please point me in the right direction.

I've been playing for about a year and have only been to one venue. With that said i'm losing more and more faith in the judges ability.

Well this is where you'd say "hey, i found this, seems to be relevant for next time it comes up" NICELY. My players have done that before to me and I thank them for it!

Judges have a lot of work to do with little reward so don't be too harsh on them. If they are a good judge they will change their rulings when 'the truth' is proven to them. Since the rules change all the time its hard to keep up.

Yes, you can turn it off, as others have stated. During a bizarro event I ran a Spectre and turned off his TA a few times so I could get some higher values. All you do is give him a push, and say you're turning off the TA, it's as easy as that.
