Can a flier who begins with Earthbound be equipped with Double Time?

Sure. Since Earthbound says that "This character has the

speed mode..." you're covered. You just won't be able to use it for most of the dial.

which is why people use it on figs like shazam with an activation click. move into position and BAM, activated on turn 1 instead of having to push to that 2nd one.
