The hypersonic attack of which you speak is only a close combat action and can only be made if Supes starts his turn adjacent to the target.
That being said it is a complete waste to perform that type of attack. #1 it is only worthwhile if you can do 4 damage meaning 4 successful rolls as the defender gains a point of defense after each one. so even against a mere 13 defense you'd need to roll a 3, 3, 4, 5, not at all impossible, but much harder than simply rolling a single 3 and doing 3 damage.
#2 and the biggest downside is your mobility, the only thing that makes Supes a challenge to defeat is forfeit for an entire turn. Instead of moving into range hitting someone for three and moving away. you've left yourself open for to attack for three consecutive turns.
So the way Supes uses Hypersonic speed is in the hit and run manner not the cumulative damage that you might use with Flash and possibly Nightcrawler on occasion.
The dumpster can be used once because you cannot pick it up after each hit of a HSS attac. But even thogh his damage is reduced to 1.... the Object damage is added AFTER the HSS hits are added.
Hypersonic Speed attack only applies to close combat actions, so that's a negative re: ranged.
As for using it in close combat, an object is destroyed once it is used for an attack, so two scenarios are possible here:
a. you use the object in the first of your attacks, increasing the damage for the first blow only (so 2 or 3 damage for the first attack, then 1 for the rest) or
b. rules will be moded to say that (like CCE) you can't combine a hypersonic speed attack with other powers, so no object attack attack is possible in the first place.
I am a fan of a. since only OWAW supes has HSS and Super Strength and it would make sense that he could smack you better than Flash. Think of it like charge, where you can't use CCE, but can use SS.
None of this should stop you from using hypersonic speed to simply drive-by some shmuck and whacking them with the object and saving yourself the headache of rule arbitrations.
You've got the 15 right, however to use him as efficiently as possible it's reduced to 13 because it takes one move to hover from soaring and to return to soaring which you want to do to protect yourself from return fire.

CCE can't be used with anything so that's a bad example. My understanding is as you claimed (a) that it adds to the damage of the attack. I haven't seen this in any ruling but there is nothing in the rulebook or faq to suggest otherwise.
