can a figure (except sentinel) capture another figure??

for example Capt. America captures R Hulk while he is still in his first dial (no abilities yet) is this legal?

Not even the slightest bit. Only Sinestro and Sentinel can.

I'm guessing that Shoto might be a MechWarrior player as well, where you can capture anything on the field.

hehehe.. i just shifted to heroclix gold so me too i kind of mess up some rules i used to play MageKnight and MechWarrior before shifting here in heroclix..

my friend and i mix everything anyway, so sometimes we capture. nothing like taking Aquaman, capturing his fig and drowning them in water. (we play on MK style terrain)

hahahahaha... drowning a figure becasue that figure does not have an aquatic ability that really funny maybe iL use it as a house rule when me and my friends play a fun game
