I tried to search for these, but I'm a crappy Googler. These questions are in reference to the new Starter Set Doom.
1. With Doom's SP 'Kneel Before Doom,' it states:
Dr. Doom can use Energy Explosion, but deals damage equal to his damage value to the target of the attack. Characters adjacent to the target are dealt damage normally.
I've bolded the important section. Doom has two targets, and while I assume the GD intended otherwise, the power says nothing about splitting the damage between multiple targets. So, if you target two characters with this power, they both appear to be taking damage equal to Doom's damage value.
On top of that, it says nothing at all about the damage needing to be unmodified. Theoretically, you should be able to Perplex his damage to 5 (or 6!) deal that to two separate targets without splitting it AND deal 1 damage to adjacent figures.
Please tell me where my reasoning is wrong, or this power may be a tad broken.
2. This should be an easier one. Doom's SP Lord of Latveria states:
Dr. Doom can use Outwit and Perplex. When Dr. Doom uses Outwit, he can use it normally, or you can roll a d6 instead; on a result of 4-6, counter a power possessed by a single target opposing character anywhere on the battlefield.
If you choose to roll, and you roll 1-3, can you still use Outwit normally, or can you not use it at all? The power description doesn't seem to lend to either interpretation.

For Special Powers that are versions of regular powers (i.e. this one), anything not covered by the SP's description, defaults to the original power.

Actually I would say it most certainly does. Since there is nothing in the description that says what happens when you roll 1-3, you can safely assume that it is nothing - I am basing this on a precdent: does Shape Change or Super Senses specify what happens when you don't roll 5-6?

As far as your response to #2, was that also the official response or your own interpretation as there is some disagreement below. My reasoning tends to go along with yours though.

We don't have an official answer about it. Nbperp said that on a result of 1-3 nothing would happen, but he doesn't have the confirmation from GD yet.
