I'll vote H-LW as well. His strongest offense are his weapons, and he isn't nearly as skilled as other H-Lw's, but he makes up for it by being super tough.
Yeah he's rated much too high in my opinion. Amuseingly however is that I think he's perform at that level almost as well, if not better, than against H-MW's. Fable's is more down to Earth than mainstream comics so even the most skilled an experienced fighter isn't a match for unenhanced combat masters from Marvel and DC, someone with high combat skills and superhuman agility would be a huge threat to him. By contrast a lot of SHW's are slow and bad fighters, that he would just chop up.
Compare him to Katana (who's rated like M or L MW), same sword, she's actually a better fighter (I can't see Blue parrying bullets), but then he has extra tricks so gets rated slightly higher. He certainly shouldn't be above Persuader who has got almost every ability he does (and then some), plus supertoughness, and several murdered planets to his name.

Toybox (Top Ten)- Lightweight. Low? Mid? Opinions desired, she's only a human with little robots, some with guns, but multiple flying semi-autonomous weapons are fairly useful.
