OK, to clarify the question, the Silver-Age villain in question had a counterpart on the "Earth-Two" of the Annual.

And it's not Two-Face; he first appeared in the Golden Age, and pre-Crisis was shown on Earth-Two on several occasions.

I dont' recall Killer Moth being mentioned in the Annual; but he first appeared in 1951, on the cusp of the Golden Age, so it's not him.

Man-Bat was not mentioned in the Annual.

Was it... Killer Froth? The man made of living beer?

Hugo was definitely a Golden-Age villain, appearing before Robin. And he was shown on Earth-Two before, in Brave and the Bold #182.

I looked at my JSA Annual, and I can't believe the apparent answer.
