The 20 for abilties and allies is give or take. Some decks could not run equips at all of course, and just add the other to their abilities and allies.
I have built 4 decks so far with real cards and have tested 3 of them a moderate number of times against different decks with proxies in them. So far I am fairly comfortable with the ones I have tested and they serve as a good base that can be altered when my collection expands.
Currently, I run between 12-15 Quests in my four different decks and they all win plenty often, when they lose it rarely has anything to do with not enough Quests or Draws. Each deck uses a different strategy and build ratio.
The decks are Druid (Moonshadow), Paladin, and Shaman. The fourth deck is the Alliance Hunter (Elhendril).
I plan on building a second Horde deck later tonight probably Rogue, Warlock, or Priest. I have a new build strategy I want to try and I will use the Trait that suits the strategy best.
I have only 1 deck and it made me believe that ratios will differ way to much for each different kind of hero or play style to put numbers on it. I play Ta'zo as hero in very agressive burn build .
I play 8 ally's, 36 abillity's, 4 weapons and 12 quests.
I have friends that play paladin and they barely have any abillity's and alot of weapons and ally's.
While another plays warlock and he's ratios are almost 20 ally's/ 20 abillity's and equipments/ 20 quests.
And we all win about as much.
So I don't think there will ever be a perfect number of ally's, abillity's, equipments or quests to play. It will be different for each player.
Yeah, that is one thing that is important to decide is what type of deck you are playing. Because if the deck relies heavily on the allies, then that means that you are going to have more allies, but if the deck relies heavily on abilities, then there are going to be more abilities.
I think that one thing that I have seen when I have built decks so far is the limited number of quests that I am running, because I just don't feel that all of the quests are that necessary. However, that might start to change as I play more games with these decks, but at this current juncture, I am keeping my quests pretty low. Close to 10. But, that is just me.

I don't need my opponent searching for more cards then he is drawing, cause the game will QUICKLY degenerate from it. MARK MY WORDS, feel free to quote me even. Cause if a many search cards are added to this game, we will be whining about it in just over a year.
I *just* borrowed my friend's collection to make a deck, and found myself with 20 quests. I never regretted it, though I wish I had some of the better quests to put in there.
I'm hardly a Warcraft expert yet (give me week), but I still think quests are vital. I won every game where my opponent said, "I just need another quest to complete!"
From what I've seen/been told, the correct ratio for a deck is between 16 (hyper-aggro decks only... think decks that have 16-20 1-drops) to 22 (hyper control... think decks that play the 9-drop King).
16 feels light to me personally in the aggro, but they really don't want to end up "flooded", and often you don't take the time to complete quests. 20-22 feels perfect for control, because you never want to miss the card opportunity presented by a quest in a control deck (control vs control is often autowon if one of the players plays more quests than the other).
