When you use his perplex do you choose the target and which value to modify befor or after you role to see if it's 1 or 2?

yes.......

Because it says when he 'uses' it, and the 'target's chosen', i'd infer that you choose first, then roll. Thats how i've been playing it, thats how america does it... and it's worked out pretty well since?
