Can this be given to F4 Human Torch and when he poisons every character or energy explodes any groups, can he roll for each person affected? (Armor piercing may be needed to get the required results)

No it does not work with poison or pulse wave. It has to target an opposing character. Its also in the errata.
• In order for a roll to be made for a possible token, there
must be a target opposing character being dealt damage. If
the damage is dealt from an untargeted attack (Pulse Wave,
Poison, etc.) then the roll would not take place.
It says deal damage to "a" target opposing character. That leads me to believe that he can only single target a single character for the feat to kick in. Also since poison doesn't target, the feat would also not kick in.

Think of it this way, you possess 15 Moloids in your collection. I ask you "Do you have a Moloid?" Is your answer "No" to that?

It should work nicely with his dual targets though, especially if he also has Armor Piercing. And there's nothing wrong with using Skullduggery on the primary target(s) of an Energy Explosion attack, even if you cannot affect the splashed figures.

I would say no I don't have "a" moloid. I have 15 moloids.
If you asked if you could borrow "a" moloid. I would say sure. Here's one.
This game admittedly has semantics issues.
