Well, after going to Hammer of Thor, I really have been in love in Heroclix, and it's been some time, with the death and revival of Heroclix, and all. I've always wanted Penance, ever since I heard he was going to be in it.
PenanceRookie Range: 6~ Team: No Affiliation Points: 53
SPECIAL POWERS: 612 Souls Penance can use Force Blast. If he does, he can target all adjacent opposing characters and make separate roll for each or choose a single target character up to 6 squares away to which he can draw a clear line of fire.
Pain is My Power When Penance takes damage from an attack made by an adjacent opposing character, the attacker takes 2 damage. This is not an attack.

- Now, I show you his stats, so that you get a quick review of him. Now, I'm wondering, HOW can you make him better?! I really like his abilities, his values are mediocre at best, and that's why I REALLY want to make him better. Please help!!
When the character succeeds at a ranged combat attack against a single target opposing character, after the action is resolved the target is knocked back.

This is some feats I could think off ... The idea would be to make Penance realy a PAIN in the behind
I'm anxious to sit down and figure some stuff out with this figure as well. That force blast power is just ridiculous. Not really sure yet, but I think he could almost fit on any team.
Costs low enough to fit on most teams, and that ranged forceblast provides so much disruption. Then the fact that if you do base him he can use it for each adjacent figure, and a separate roll for each is awesome.

I love his MSP. I love it so much. It kept me from losing a lot of matches.
He's so slow to join the melee, and once he does, he's usually toast.
You'll have to fly or tk him around, if he has to walk, he'll get shot to death.
That was about the extent of my experiment with him. After about 5 turns he crawled into battle position, and FB'd Jimmy woo into a wall. Then he got shot twice by some Agents of Atlas and promptly died.

From the looks of it, Penance is probably best used as bodyguard for a flying ranged combatant. Carrying him means his low speed doesn't matter that much, and the 612 Souls SP means he can keep most people at a distance.
If you want to make him good regardless of cost he needs Life Model Decoy, but what he really excells at is playing interference for a giant, or running shot flier.

Fortunately there are a few of those on the Thunderbolts.
Mercenary to Mystics (of which we got plenty in Hammer of Thor). Close combat attackers take 3 damage when they hit him, ranged attackers take 1.
Instead, you could Mercenary him to Masters of Evil. Take an action every turn and get him down to "Pain Is My Power" real fast.
If you want something more predictable than 612 Souls, you can give him Shockwave. Everyone knocks back 4 squares.
If you want to go kamikaze-style with him (and sticking with the "Pain is my Power" theme), you can put Shellhead on him. Push him to "Pain Is My Power". You could also do this with Endurance, but it's less predictable. You could end up killing him without getting a chance to use, "Pain Is My Power". Once more, Double-Time would help get him where you want him and get him closer to "Pain Is My Power".
Swingline would give him an extra square of movement and, combining it with Repulsor, you could knock the target back and give them Earthbound for a turn.
He's meant to die. It's a given. Put Lazarus Pit on him so he does it twice and you get twice the use out of "Pain Is My Power". Pack some Probability Control to help you get his powers back from his revival from the Pit.
If you're not running other Celebrities or Thunderbolts, you can give him Loner to help his defense a bit.
There's always Nanoarmor so he doesn't get hit TOO hard.
Nanobots isn't a bad option. You could Force Blast opposing characters away from him and surrounding objects then burn the objects to heal him back up.

Thanks, T-Double-G. I was actually interested to see what all this could do for Penance so I try it out with my friends tonight.
I ran Penance with just Mercenary (Mystics, carried by a more expensive, flying Mystic) and Lazarus Pit. He definitely died fast, but he was dealing as much damage back to the attacker as the attacker was dealing. That was awesometastic.
