Modifiers during a Move and Attack

If a character with HSS carries a Gotham City Detective, he doesn't get modifiers from the PD and Enhancement. Is it the same story with Move and Attack, fx Valkyrie SR?

yes, in both instances the attack happens during the move when the carried character is off the board.
