Would a character with a printed range of 0 be able to use the Sharpshooter ability via Elite Sniper, granted that it possesses Super Senses and could increase its range value to at least 1 via Perplex?
This would be interesting to attempt with Zombie Spider-Man, as it would be the only way to make use of his Energy Explosion. He'd also be the target of splash damage, though, which is fitting given his "hunger."
Well you can always perplex his range to a 2 or 3 but the sharp shooter ability would let you get by with just 1 perplex.

Could be semi-useful on characters with Mind Control, even tho the printed value is 0, mind control can be used with a range of 4.
Also, Zombie Spider-man has Energy Explosion..?
/Edit; As for my first post I thought we were on about Ambidextrous, forgot it requires you to have a range value of 6 or more, shame that, was thinking you could put it on a figure with 0 range but Mind Control, getting for 0pts would have been fun XD

Technically, yes.
However, as you noted, you would either need some kind of modifier (Perplex, Contingency Plan, etc) or throw an object via Super Strength to get any real benefit out of the feat.
EDIT: Or, as TopHatCat, noted, MC could work, too. So would powers like Archne's Psi-Webs.

On a semi-related topic, how would Improvise work with Energy Explosion (assuming that the attacking character also has Perplex)? Would opposing characters adjacent to the target character be dealt splash damage automatically, would you compare the failed roll result to their defense values, or none of the above?

Well, let's start with the feat text.
IMPROVISE
Prerequisites: Close Combat Expert or Perplex or Ranged Combat Expert
Choose a character.
Once per round, when one of the character's combat values would be modified such that the modified value is higher than the unmodified value, you can ignore the modifier and put an improvise token on this card, if there are fewer than three tokens on this card.
If there are three tokens on this card when the character makes an unsuccessful attack roll where the result of the roll is doubles, you can remove all tokens from this card and automatically hit the target of the attack (though this is not a critical hit.)
Remove all tokens from this card when the character makes a critical hit.
So, as long as the unsuccessful attack roll is doubles, it is considered a successful hit. If the splash damage attack was initially unsuccessful, it could trigger this feat, yes.
I have never really given this card much thought, though. And what I am wondering, since we were talking about Spider-Man as an example earlier, is when Super Sense would trigger. Would a successful attack roll, that became unsuccessful due to Super Senses, potentially trigger this feat? Or would this feat, creating a successful attack, trigger a Super Senses roll (potenially negating the utility of the feat)?
It's ok. The ones I've seen all seem to be broken. I got one which was missing a leg. I was so excited about getting a chase, but this one was busted, so I gave it away.
